Formerly a Member of the United States House of Representatives from the generally conservative 20th congressional district, she was appointed to the Senate in 2009, representing a generally liberal state. Gillibrand's views on many issues has been described as an evolution based on constituency; however many have characterized these drastic changes including those in her former congressional district as flip-flopping since her abrupt changing of views was politically expedient for her various elections.
